Can merchants already placed on the Market board be used again this round?

No — placed merchants stay on the Market until you retrieve them in the next Preparation phase, and only merchants in your own stock can trade. The one way to get one back early is a free Bonus Upgrade action that lets you take a merchant back instead of hiring one.
