How many fishermen can Clan MacDonald row, and when?
The designer answered this directly in 2017, and the rulebook text agrees.

One fisherman, once per turn, to an adjacent loch space and only before the main Action. A turn is a single player's action, so over a round you can row many times, but never more than one fisherman per turn.
