Where can Clan MacDonald place and move fishermen?
The designer answered this directly in 2018, and the rulebook text agrees.

On any empty loch space or Port bonus tile (in 1-2 player games too), at no land cost, and normal expansion reach still applies: the space must neighbour or be within Shipping reach of one of your units. Two fishermen may never be adjacent, though non-adjacent ones can sit in the same loch. Fishermen can move only to empty loch spaces and Port tiles, never onto land.
