Can I earn the Building bonus again for a building type after removing and rebuilding it?
The designer answered this directly in 2018, and the rulebook text agrees.

Yes. The bonus triggers each time you place your fourth building of a type with an empty Export box, so if a swap removes one and you rebuild it, you earn it again.
