Do Arrive effects on the starting Dungeon Row cards happen during setup?
The designer and publisher both said Arrive effects apply to the opening row.

Yes — Arrive text on the six cards dealt at setup is carried out as normal before the first turn. The setup rule only swaps out Dragon Attack cards; it does not exempt Arrive. If an effect has nothing to act on (for example returning cubes when none are out), it simply does nothing.
