Can I choose a 'remove 2 Clank' option when I have no Clank to remove?
The designer and publisher both allowed choosing either option.

Yes. On an OR card you may pick either option whatever the game state, including the removal option with nothing to remove. A -Clank option can also still be useful because it offsets Clank you add later in the turn.
