Yes. Negative Clank stays available for the rest of your turn and cancels Clank you add afterwards, then any leftover is lost when the turn ends. It can also remove cubes you already have in the Clank Area from earlier turns, but not cubes already in the Dragon Bag or on your Health Meter.
