If someone is on the Countdown Track and a refill also shows a Dragon, do both attacks happen?
The designer said 'Double Dragon', one end-of-turn attack then the countdown.

Yes. The refill's attack at the end of the active turn resolves first, then the countdown attack on the departed player's turn. They come from two separate turns.
