If I play Mister Whiskers, can I React to his own 4-cube Dragon Attack, and what about the Dragon Attack from refilling the row?
Replies quote the expansion's order of play.

No for Whiskers' own attack: it resolves at the end of his turn, before you draw your next hand, so you have no cards in hand to React with. The Dragon Attack from refilling the Dungeon Row comes after you draw, between turns, and is a valid React moment (for example Walk It Off).
