What is the end-of-turn order, and can I still use card effects once it starts?

Declare the end, then in order: clear your play area and draw five new cards, refill the Dungeon Row to six, then check for a dragon attack. Once you've begun refilling the row, card effects can no longer be used. Because you draw before the attack, cards in your new hand (like Tourmalines) are available during it.
