You never stop on a portal: you enter one and exit from any other portal on any tile. The whole trip costs one Boot, but any monster, lock or extra-Boot icons on the tunnels before and after still apply, and one-way arrows still bind. Moving through a portal can't be used to draw a new tile on its own; you only draw when a tunnel reaches the dungeon's edge.
