The battle phase text states both the condition and that dice must always be rolled.

A battle occurs in every region where some player may roll battle dice and has at least one legal target (an enemy figure or a Peasant). It is mandatory: you must roll all your dice and assign hits to legal targets, even if the only target is a Peasant. Battles do not cross region borders.
