When is a region checked for ruination?
The rulebook counts totals in the corruption step.

After each region's corruption is placed in the corruption step, in region order. Reaching 12 during the summoning phase or Old World phase (for example via an upgraded Great Unclean One or a Warpstone) does not ruin it immediately; it is ruined at the check in the corruption phase.
