Is the Horned Rat a ruiner, and does it place corruption?

It places no corruption, and ruination is never triggered by Skaven figures. It still counts as a ruiner if it has a figure in the region when it is ruined, and its figures count when ruination points are awarded. It can score the ruiner bonus region by region by moving through regions as they are ruined.
