Is battle simultaneous, or does turn order matter?
The battle phase says killed figures stay tipped until all players have rolled.

Players roll and assign hits in Power order (Khorne, Nurgle, Tzeentch, Slaanesh), but figures that take lethal hits are only tipped, not removed, until everyone has rolled in that region. So tipped figures still roll their dice and fight back. Only early hits remove figures immediately.
