Can I hold back hits or assign fewer hits than a figure needs to die?
The rulebook forbids storing up hits and ganging up.

No. You must assign every hit to a legal target if one exists, and you may not assign fewer hits to a figure than it takes to kill it. Hits that cannot kill any target, or have no target, are wasted. You cannot save hits against a tough figure or combine with another player's hits. The one exception is early hits, which may be carried over and combined with the same player's regular hits.
