Can I place a worker and then decline to use the location by begging instead?
The rulebook and the publisher agree: once placed, a worker stays where it is.

No. Placing a worker commits you to activating the space, and workers can never be moved afterwards. If you cannot or will not use a space, beg instead of placing there: lay a worker on your player board and take 1 Food and 1 Blame. Needing to beg is very rare.
