What do the numbers and the plus sign on the city tiles mean?
Community posters agree on the minimum value and plus sign, and the publisher confirms the Spyglass icon.

The number is the minimum value of treasure at that city, and a plus means a card can be worth more (the first city, for example, holds 1 to 4). The first four cities also show a Magic Spyglass under the number.
