With Urgent Wish for Children, must I furnish a new dwelling first even if I already have room?
The rulebook says the first action must be used to use the second.

Yes. On Urgent Wish for Children the dwelling action comes first and is required before the Family growth, so spare room in an existing dwelling is not enough. On the plain Wish for Children you can instead grow the family if you already have room.
