Do I have to place all my dwarves, and can I pass while action spaces are still free?
The designer ruled on this in several threads, though the rulebook's 'until all Dwarfs have been placed' wording reads stricter.
No — you are not forced to place every dwarf. If every action space is full, a leftover dwarf simply stays home and the Work phase ends. The designer also indicated that you may choose not to place a dwarf even while spaces remain, in which case you are out for the rest of the round; that second point was relayed with some hedging, so treat it as the better-supported reading rather than printed rule text. The rulebook only says play continues until all dwarves are placed, which the designer's replies clarify.
