Do the Mining Cave and Working Cave work when each dwarf costs only 1 Food?
The designer and the appendix both say the one-food feeding counts.

Yes. Those rounds are special feeding phases and both furnishings apply. The Working Cave still lets only one dwarf be fed with inedible goods.
