What is the maximum number of people, and can the Additional Dwelling be built if I have a Goblin?
Every folk is capped at six people in total, including Goblins (Dark Elves' captured Goblins count too). The Additional Dwelling houses only a sixth regular person and needs exactly five regular people and no Goblin, so Cave Goblins, who reach six another way, cannot build it. A Goblin in its own Goblin Dwelling can be your sixth.
