Can a Goblin pay a dog instead of ore with the Guard Dog School?
Yes. With the Guard Dog School the dog stands in for the ore, so no ore is spent and the Goblin's Incompetent weapon rule doesn't bite. Trolls gain nothing from it because they never pay ore for weapons.
