Do I feed my dwarves in a round with no harvest?
The rulebook ties feeding to the harvest, with the 1-Food rounds as the exceptions.

No, feeding is part of the harvest, so in a round without one you skip the Field, Feeding and Breeding phases. The exceptions are round 4 and the second red question mark, where you pay 1 Food per dwarf (still with no Field or Breeding phase).
