The expedition's level decides how many loot items you pick, one by one, and the dwarf's weapon strength decides which items qualify. Each item can be chosen once per expedition, but different items from the same level line are fine. A weapon raise from the same expedition does not unlock better loot, since eligibility is based on strength when you set out.
