Can the Beer Parlor convert grain that is still on my fields, even after the final harvest?

No. The Beer Parlor, like every bonus-point conversion, works only on grain in your personal supply. Grain left on fields never counts for it, even after the last harvest, though it still scores its normal half point at the end. Grain is either scored as grain or converted, never both.
