If a ruins card is out, must I draw a shape over a ruin whenever one of the shapes can cover it?
The rulebook says to draw a shape over a ruin if possible, and to use the 1x1 only when that is not possible.

Yes. You must draw one of the available shapes over an unfilled ruin if any legal placement exists. Only when none can do so do you draw the 1x1 square instead.
