Is a new ambush card added to the explore deck at the start of every season, including spring?
The rulebook text states this directly.

Yes. Setup adds the top ambush card to the explore deck for spring, and each later season adds another one when you reshuffle. An ambush that never came up stays in the deck, so you can end up with several in play in later seasons.
