What scores at the end of the game?
The rulebook lists the end-game scoring.

After 20 rounds you add your immediate VP to: connections between major cities, 3 VP for an unused Action Choice tile, 1 VP per active employee, 2 or 3 VP per department built, project-tab VP (max 6, 9, 12, 15), 0 to 3 VP per project by city, and donation VP. Most points wins; there is no tiebreaker.
