Do passive departments (such as Communications) need activation, and does their employee get laid down?
The rulebook says passive departments work as long as they hold an active employee.

Passive departments apply their effect as long as they hold an active employee. They are not used as an action, so nothing is laid down. Communications (No. 12) only lowers donation costs and gives no extra donation.
