Can employees returned from a Mission be moved with Human Resources in the same round?
The rulebook allows moving active and inactive employees and lays down moved active ones.

Yes. Returning from a Mission happens in the Event phase, before departments are used, and Human Resources can move employees whether they are active or inactive. A moved employee becomes inactive.
