Can the first player use their own Action Choice tile to take a different action than the one they chose?
No. The designer says the tile exists to let the other players use an action type different from the first player's choice. A first player who changes their mind with it is simply changing the round's action, so the tile makes no sense for them. The rules text does not forbid it explicitly and the online version allowed it, but the intended play is no.
