When do I activate inactive employees: at the end of each turn or after everyone has acted?
The rulebook lists activation as step 4 of the round.

Under the printed rules activation is its own step at the end of the round, after all players have used their departments. The online version activates at each player's turn by design, which rarely changes play at a table. You can still activate in the last round.
