Do I pay the activation cost again each time a standing employee is used?
The rulebook says active employees stay active until they move or go on a Mission.

No. You pay once to stand an employee up. It stays active, and keeps working every time its department is used, until it moves or goes on a Mission. Using its action does not lay it down.
