What happens if the action marker of the row I choose is already at the end of its track?
Several players agree and the online version behaves this way; no official ruling.

You can still choose that action. The gear goes past the end of the row, and the marker that advances (and whose event fires) is the next row down that can still move; for R&D the search continues to Human Resources, and wraps to the top if needed. The chosen row's own marker does not move. The 1.1 and 1.2 rulebooks work the same way.
