How many actions does each player get in 2, 3 and 4 player games, and how do Action Choice tiles change that?
Two players worked this out and the designer's remarks on the tile agree; the 3 VP comes from the rulebook.

The tiles balance how many times each player gets to choose the round's action. In a 2-player game each player chooses 10 times with no tile; in a 3-player game only the last player gets a tile, which evens everyone out at 7; in a 4-player game everyone has a tile and chooses 6 times. An unused tile is worth 3 VP at game end.
