What if a Goods card is missing from the box: how many cards do you remove at setup?

Remove one fewer card than the setup table says for your player count. The table removes 4, 12, 2 or 4 unseen cards for 3, 4, 5 or 6 players, and a missing card simply counts toward that removal, so every round still comes out evenly.
