If an effect asks for more bullets than are available, does the whole effect fail?

For a player effect, the rulebook says the whole effect fails if you cannot complete a part of it. For boss effects, a poster reports they are carried out as far as possible, for example Mecha Mary returns the one bullet there when two are asked for.
