You may pillage an already-pillaged province by paying 2 Rage each time, as often as you can afford, and a successful repillage grants the pillage reward again. It is a full pillage action: you need a figure there, there is Call to Battle if enemies are present, and it is your action for the turn, so you cannot repillage as a free add-on to another action.
