Contested. Most players, and the digital version, end it once everyone passes consecutively; the rulebook says the battle begins when villages are full or "no one else wishes to join" without defining consecutive passes. A relayed reply from a CMON producer suggests a player can still enter after a full round of passes, but its context is unclear, so the consecutive-pass reading is the safer table rule.
