The rulebook says to discard all revealed quests, and failing costs nothing.

No. Every revealed quest is discarded in the Quest phase, whether it succeeded or not, with no penalty for failing. Only quest cards you kept unrevealed in hand (within the one-card carry-over) can be used in a later Age.
