When is the Butler allowed to raise their hand to vote?
Only when their Master is voting too: either the Master's vote has already been counted, or the Master's hand is up at the moment the Butler is tallied. If the Master, going first, doesn't vote, the Butler can't vote. Once the Butler's vote is counted it stands, even if the Master then lowers their hand before being counted.
