What level does Planetary Scale Research research, and is it useless after four colonies?
The designer or publisher addressed this directly on BoardGameGeek.
The level equals your number of colonized systems, capped at Level IV, and you can't pick a lower one. With four or more colonies it still researches a Level IV technology.
