Can I take a jump-only action and jump zero spaces, or take Basic Spacefaring without building?

Jumps may be anywhere from zero up to the stated number, and the ship build on Basic Spacefaring is optional too. But the action must still change the game, so if you build nothing you must make at least one jump, and a space whose only effect is a jump cannot be used for zero jumps.
