How and when are the Guild tile covers removed?
The designer or publisher addressed this directly on BoardGameGeek.
Event cards uncover them. The events placed on the covered Level II and III technology slots at setup, the ones with a lighter border, tell you to open the Guild spaces when they are revealed, and setup always puts four such events in play. That guarantees Level III and IV technologies stay reachable, and the solo event cards also open the Guilds.
