When does the USA third powerhouse ability trigger?

Each time a Water Drop flows naturally into one of your powerhouses from a river, once per drop per powerhouse, so several can trigger in a turn. Water arriving through a Conduit during production does not trigger it at the powerhouse it's moved to, but it can trigger a USA powerhouse further downstream. Water placed directly into a dam doesn't flow, so doesn't trigger it, and the energy can't fulfil contracts.
