Does the Level 3 advanced tile cost Engineers or Machinery?
No. The Level 3 tiles are free builds: no Engineers or Machinery are needed, so they work even with no Engineers left. The tile still goes on the wheel and waits a full rotation, and it counts as your Construction action for the round. A red-outlined spot still costs 3 Credits.
