Can I build two bases, two powerhouses or both dam spots of my color in the same basin?
The publisher confirmed the limit, and the rulebook states it for Bases and Powerhouses.

No — you may have only one Base and one Powerhouse of your color in a basin, which also means you can't hold both the upper and lower dam spot there. Conduits are different: you may have several in a basin. The limit stops one player locking others out, especially with 4-5 players.
