How does Japan's chained production work when drops pass through several dams?

Drops taken from the first dam can be used by every later system in the chain, even where those systems couldn't hold them, as long as the chain stays connected. You cannot leave drops behind on a middle dam; they must end on the last dam, overflowing if needed.
