How does Germany's second production work?
The publisher confirmed the no-Engineer, different-powerhouse points and a designer confirmed the bonus point.

It is free: no Engineers and no extra action, and it gets no bonus or malus. It needs a different powerhouse than the first production, and you still need water for it (it can use water left by the first one). The Executive Officer's ability isn't a bonus, so it can apply to both productions. Energy from the two productions can't be combined.
